Ministry of Mine & Petroleum:

The long-term goals of the ministry are efficient management of natural resources creating job opportunities development of national economy, and encouragement of private sector investments in minerals and hydrocarbons extraction to maximize the income and reinforce the national revenue.

Job Summary:

Under the supervision of MIS Directorate, Ministry of Mine and Petroleum is looking for MIS Developer to develop and integrate MoMP’s information systems. Development of applications throughout the full project lifecycle from gathering requirements through to coding, integration, implementation, documentation, training and support. This position is mainly responsible for development of different information systems, applications, and databases.

Skills Required:

Experience in developing Web and Standalone (desktop) based applications using PHP and Laravel, HTML5, CSS3 and Javascript, Ajax, jquery, Alph NJS, Vue.js or React with strong knowledge of RDBMS systems like MySQL, SQL Server, and POSGre SQL.

Duties & Responsibilities:

1. Should develop a complete and full-fledged Management information System/Database with coordination of other database and MIS technical experts based on the requirements and specifications of Ministry of mines and petroleum.
2. Accomplishing the information systems and organization mission related to it by complete related tasks as needed.
3. Plans to develop and upgrades databases by maintaining, evaluating and integration of the systems
4. Managing the delivery of multiple complex simultaneous system development projects from design through release.
5. Evaluating, resolving the information systems and programming related issues.
6. Following of security principles during and after developing such as Securing database application / systems by access and control policies / procedures
7. Assesses to enhance the database performance by monitoring database performance.
8. Implementing disaster recovery and backup procedures
9. Supports application design by contributing expertise to applications, operations and technical support teams.
10. Should coordinate with other database team members for the efficient development of MIS/Database system.
11. Should gather and identify system requirements, design and develop new business logic for MIS/Database System.
12. Produce fully functional programs writing clean, testable code
13. Design user interface, web layouts and integrate back-end data
14. Perform periodical tests and debugging to maximize program efficiency
15. Upgrade and repair existing programs and suggest new features to improve program navigation and operation
16. Should be able to integrate complex information systems.
17. Stay up-to-date with industry developments (update his self with the new database technologies, should perform the update process on the systems deemed necessary).
18. Should write the systems user manual (guideline) before implementation.
19. Conduct capacity building activities (training, mentoring, coaching) for civil servants to build their capacity.
20. Should be able to fix any kind of issue within the MIS/Database system.
21. Create complete technical documentation of the developed systems for user support.
22. Should perform any other task related to the aforementioned field assigned by the supervisor.
23. Should provide regular activities progress report to the MIS Director.

Recruitment Qualifications and Core Competencies:

• Bachelor degree in Computer Science, Information Technology, Information Systems, Database management or equivalent qualification required / Master Degree in relative field (preferred).
• 4 Years of practical work experience in software development & minimum 2 Years extensive work experience in development of application and systems integration. 

Work experience & Skills:

Must have the following experience:

• Strong experience in PHP and Laravel, HTML5, CSS3 and Javascript, Ajax, jquery, Alph NJS, Vue.js or React
• Strong experience in different RDBMS systems like MySQL, SQL Server, Oracle 11g/12c, and POSGre SQL.
• Experience in Java SE and EE is an asset.
• Experience in designing/developing software prototypes or proofs of concepts.
• Should have developed complete MIS/Database system for government, nongovernment and international organizations.
• Experience in development of financial management system for government organizations.
• Ability to contribute to the design and architecture experience with agile development and programming methodologies.
• Demonstrated ability to explain complex technical issues to both technical and nontechnical audiences.
• Capable of understanding and contributing to the technical solution from the design through code level.
• Strong skills in resolving defects/bugs during Quality Assurance testing, preproduction, production and post-release patches.
• Should be creative and self-motivated.
• Excellent knowledge of Dari/Pashto and English languages and must be able to communicate fluently in English.
