Senior Software Development Specialist (Frontend)

Position Summary

The Ministry of Mines and Petroleum (MoMP) is developing enterprise-level digital systems to modernize operations in contracts, licensing, revenues, Survey & Geology System, and compliance. These platforms require high-quality frontend engineering to ensure responsive, multilingual, and user-friendly interfaces.

We are seeking a Senior Software Development Specialist (Frontend) with deep expertise in React, TypeScript, Tailwind/Bootstrap, UI/UX, and accessibility, combined with knowledge of backend API integration. The specialist will lead frontend architecture, ensure usability, and guarantee smooth integration with Laravel and .NET Core services.

Key Responsibilities

Frontend Architecture & Planning

●        Define architecture patterns for React-based SPAs.

●        Establish and maintain a design system with reusable components.

●        Ensure accessibility (WCAG 2.1 AA), performance, and responsive design.

●        Collaborate with UI/UX teams in Figma for design consistency.

Frontend Development (React)

●        Build enterprise-grade React SPAs with Redux Toolkit/RTK Query (or equivalent).

●        Implement styling with Tailwind CSS and Bootstrap 5.

●        Develop dashboards, reporting views, and role-based interfaces.

●        Optimize performance with code-splitting, lazy loading, and caching.

●        Integrate securely with REST/GraphQL APIs.

Backend Collaboration

●        Work with backend teams on API contracts and error handling.

●        Provide feedback on API usability and efficiency.

●        Implement secure authentication flows (JWT, OAuth2, OIDC).

UI/UX & Accessibility

●        Translate Figma mockups into production-ready interfaces.

●        Ensure multilingual and RTL support (Dari, Pashto, English).

●        Lead usability testing and incorporate user feedback.

DevOps & Delivery

●        Integrate frontend builds into CI/CD pipelines.

●        Support Docker-based frontend deployments.

●        Monitor frontend performance and errors (Sentry, New Relic).

Security & Compliance

●        Apply OWASP Top 10 for frontend applications.

●        Securely handle sessions, CSRF prevention, and file uploads.

●        Align with MoMP’s cybersecurity and data protection and data confidentiality policies.

Leadership & Collaboration

●        Mentor frontend developers and enforce coding standards.

●        Lead workshops on modern React/Tailwind practices.

●        Collaborate with backend, data, and infrastructure teams.

Key Deliverables

●        Design system & component library.

●        Enterprise React SPAs (contracts, licensing, revenue, Survey & Geology System).

●        API integrations tested against backend services.

●        Accessibility & multilingual compliance reports.

●        Frontend performance reports (Lighthouse, Web Vitals).

●        Knowledge transfer sessions for engineers.

Performance Indicators (KPIs)

●        ≥ 90% frontend sprint deliverables completed.

●        Lighthouse scores ≥ 90 for performance, accessibility, SEO.

●        Full RTL/LTR and multilingual support in all modules.

●        ≤ 2 unresolved high-priority frontend issues per quarter.

●        p95 rendering time ≤ 200 ms for critical flows.

Qualifications & Experience

●        Education: Bachelor’s in Computer Science/Software Engineering (Master’s preferred).

●        Experience: 7+ years in frontend development with React and enterprise systems.

●        Skills: React 18+, TypeScript, Tailwind, Bootstrap, Redux Toolkit, Jest/RTL.

●        Backend Knowledge: Working understanding of Laravel & .NET Core APIs.

●        DevOps: CI/CD, Docker, build performance optimization.

●        Version Control: Git, branching workflows, PR reviews.

Reporting & Coordination

●        Submit weekly frontend-focused reports to MIS Directorate.

●        Collaborate with backend, UX, and data teams.

●        Engage stakeholders on usability, accessibility, and adoption.
