The Ministry of Mines and Petroleum is developing a single tax regime for transparent revenue collection

Acting Minister of Mines and Petroleum Mohammad Haroon Chakhansuri spoke via a video conference with the members of the Intergovernmental Authority on Mines (IGF) on the establishment of a mining and hydrocarbon tax regime. In the mentioned video conference, beside with the Intergovernmental Panel on Mines (IGF), Kabir Issa Khil, Senior Legal Advisor to the president on Legal Affairs, Abdul Habib Zadran, Finance Deputy of the Ministry of Finance and the members of the British Embassy’s International Development Unit in Afghanistan have also attended the video conference.

Initially, Mohammad Haroon Chakhansuri, Acting Minister of Mines and Petroleum, spoke on the lately developments in the extractive industries sector, legal regime of the sector, roadmaps, investment opportunities and reform.

Mr. Chakhansuri said, “We are adjusting the legal framework of the sector in the light of the mining roadmap to take advantage of investment opportunities to facilitate public participation and investment in the sector. By this, we want legal framework to be consistent with tax regime, which will enable domestic and foreign investors to have secure, reliable and transparent environment in mining contracts, by which an effective framework would come to take advantage of a single tax regime.”

Representatives of the Intergovernmental Panel on Mines (IGF) welcomed the recent developments in Afghanistan’s mining and hydrocarbon sector and pledged technical and financial assistance to the Ministry in establishing a single tax regime.

With the establishment of this tax regime, a single and transparent mechanism for revenue collection will be established to facilitate the development of domestic and foreign investment.

During the meeting, comprising members of the Ministry of Mines and Petroleum, Ministry of Finance, Presidential Administrative and the Intergovernmental Authority on Mines (IGF) decided to form a working team to create a unified tax regime.
