About Ministry of Mines and Petroleum
Job Summary
The Ministry of Mines and Petroleum is seeking an Afghan national for the post of Hydrocarbon Advisor in the office of the Minister. The Hydrocarbon Advisor will be responsible for the all Functions related to the oil and gas operations of MOMP, Including serve as the lead oil and gas refining advisor on oil and gas sector reform and capacity building, Manage, design and implement Hydrocarbons technical plans and procedures to achieve program tasks and objectives and assist host country government agencies in implementing policy reforms related to the Hydrocarbons sector and also play the role of providing technical and professional advises for better regulation of affairs and providing facilities and preparation of short, mid and long- term plans in hydrocarbon sector.
Duties & Responsibilities
1:- Collaborate with government bodies to formulate policies that promote sustainable and efficient use of hydrocarbon resources.
2:- Make the strategic plan for Hydrocarbon Sectors.
3:- Identification of short term and long term working priorities of hydrocarbon sector in coordination with related directorates.
4:- Supervision and reviewing of related activities in different fields where hydrocarbon teams work and providing professional advises to expedite affairs for achieving designed goals.
5:- Contribution and providing advises for preparation of policies and documents related to hydrocarbons.
6:- Preparation of professional articles in hydrocarbons sector in meetings, workshops and mines magazine.
7:- Consulting and contribution in implementation of investment attraction programs in hydrocarbons sector in accordance with strategic programs of ministry of mines and petroleum.
8:- Providing advises in order to find solutions for hydrocarbon sector challenges in coordination with related directorates.
9:- Cooperation and necessary consultation with hydrocarbons directorates for efficient expenditure of budget.
10:- Supervision and providing necessary advises in technical and professional affairs of gas purification installations related to hydrocarbons.
11:- Supervision and providing advises in technical affairs of oil refinery technological processes.
12:- Providing advises and contribution in choosing methods and new systems of hydrocarbons affairs advancement considering terms, needs and adaptive facilities.
13:- Providing advises in order to enrich objectives and programs of hydrocarbon sector.
14:- Develop policy and strategy to manage conflicting priorities, and effective management of human, financial and others.
15:- Ability to implement working leadership model in the organization, maximizing the contribution of team.
16. Ability to professionally communicate about the organization and represent the organization/project at national and international level.
17. Hydrocarbon Advisor will closely work with the Chief of Staff, General Directorate.
18. Any other tasks and duties assigned by H.E. the Minister.
Job Requirements
- At least Bachelor’s Degree in, Geology (Oil and Gas) or related field (Hydrocarbons) and Master Degree in this field is strongly preferred.
- Minimum of 5-7 years of experience working and specialty on Oil and Gas Provide or coordinate contract compliance staff training.
- Ability of Training processes and techniques.
- Supervisory practices, principles, and methods.
- Maintaining an established work schedule.
- Effectively using organizational and planning skills with attention to detail and follow through.
- Planning, prioritizing, and problem solving.
- Maintaining confidentiality of work related information and materials.
- Maintaining current knowledge, skill and abilities in contract administration theories, practices and technologies.
- Ability to sustain interpersonal and professional relationships with high-ranking government officials.
- Deep understanding of Pact’s strategy and how efforts contribute to the greater good.
- Consistently work within internal process and procedures.
- Proactive engagement in corporate initiatives.
- Demonstrated proficiency in supervising staff including providing honest feedback.
- Experience in government/public sector is strongly preferred.
