Skills Description:
- Fluency in written and spoken English and in national languages (Dari, Pashto) is mandatory.
- Experience in working with donor agencies;
- Excellent interpersonal skills.
- Demonstrated maturity, judgment and undoubted integrity;
- Sound decision-making, managerial and negotiating skills;
- Working knowledge of project management software, as well as Microsoft Word, Excel and Power Point.
- Ability to foresee the needs of the Project and respond in a proactive manner;
- Familiarity with legal and financial systems of the Government of Afghanistan as well as with the Procurement Guidelines of the Government and the World Bank.
Duties & Responsibilities:
The key responsibilities of the Project Manager will be the overall management of midstream facilities, including transport pipelines for both Mazar IPP (Afghan Power Plant) and Bayat IPP (Bayat Power) in the Ministry of Mines and Petroleum (MoMP). More specifically, the Project Coordinator’s responsibilities will include (but are not limited to):
- Assume overall responsibility for the successful execution and implementation of midstream project activities, related to the transport of natural gas to Mazar IPP and Bayat IPP, in the ministry under the guidance and support from the Director General of Petroleum and Director Oil and Gas Projects.
- Serve as a focal point for the coordination of all project activities related to gas supply between the Government of Afghanistan, stakeholders, supervision company, Afghan Gas Enterprise, and the contractors.
- Contribute to the preparation of the overall Project midstream implementation plan and in accordance with that, making annual plan for implementation of Project activities.
- Ensure efficient and timely implementation of the pipeline construction activities for the gas supply to Mazar IPP through effective coordination and follow-up of the tasks.
- Supervising, coordinating and monitoring the work and activities of the staff hired under the project and ensuring that the Project staff performs their duties effectively and efficiently in compliance with operational policies and manuals.
- Preparation and effective management of the procurement documents for procurement processes of equipment for pipeline construction, services, and works in accordance with the Government/World Bank procurement guidelines and coordinate the process with the procurement department of Ministry.
- Arranging and coordinating required meetings for the relevant stakeholders.
- Managing staff and overseeing the day-to-day activities of the project, including procurement, project monitoring and evaluation, financial management, progress and financial reporting, leading project staff.
- Prepare, or as appropriate supervise the preparation of, progress reports, annual reports, project completion report and other reports that may be required by the stakeholders.
- Lead the development of work plans, workshops and periodical work sessions and meetings for the unit.
- Coordinate internal resources and third parties/vendors for the flawless execution of projects.
- Ensure that all projects are delivered on-time, within scope and within budget.
- Develop a detailed project plan to monitor and track progress.
- Manage changes to the project scope, project schedule and project costs using appropriate verification techniques
- Measure project performance using appropriate tools and techniques
- Report and escalate to management as needed
- Manage the relationship with the client and all stakeholders
- Establish and maintain relationships with third parties/vendors
- Create and maintain comprehensive project documentation
- Track project performance, specifically to analyze the successful completion of short and long-term goals
- Use and continually develop leadership skills
- Attend conferences and training as required to maintain proficiency
- Perform other related duties as assigned
Job Location:
Afghanistan, KabulQualifications:
At least have a bachelor’s degree in the field of Petroleum Engineering, Gas Field Facilities Engineering, Process Engineering, Reservoir Engineering, Production Engineering, Petroleum Geology or any other relevant field from a well-recognized university. Combination of the above-mentioned degrees will be highly preferred.
Prior experience in project management, business administration, public administration, or engineering management will be a plus.
Around 7 years relevant experience with bachelor degree and 5 years of relevant experience with Masters degree is required.
