Construction Work on the Herat Province Cement Project Begins
The construction work on the Herat Cement Project, located in Zinda Jan District of Herat Province, officially commenced on Sunday, 9 August 2026, during a ceremony held on the occasion.
The ceremony was attended by Mr. Abdul Ghani Baradar, Deputy Prime Minister for Economic Affairs, Mr. Hedayatullah Badri, Minister of Mines and Petroleum, a number of ministers, Mr. Noor Ahmad Islamjar, Governor of Herat, the Director of Gulbahar Company, and representatives of the media.
At the outset of the ceremony, the Governor of Herat welcomed the guests and expressed his satisfaction over the commencement of the project’s construction work. He stated that the implementation of such major projects would bring significant changes to the reconstruction and economic development of Herat Province. He also assured the company officials of his full cooperation within the framework of the law.
Subsequently, Mr. Abdul Ghani Baradar, Deputy Prime Minister for Economic Affairs, said that Afghanistan is a country which is rich in mineral resources. He stated that the Islamic Emirate is striving to strengthen and develop the country’s economic infrastructure through the effective utilization of available and natural resources.
He further added that, tax exemptions, and other facilities have been introduced to support investors, and Islamic Emirate is trying to reduce the impacts of financial and banking restrictions and to find appropriate solutions to the existing challenges.
Meanwhile, Mr. Hedayatullah Badri, Minister of Mines and Petroleum, described the Herat Cement Project as a valuable project and said that today is an important day for the people of Herat Province, particularly the residents of Zinda Jan District, and a significant day for the country’s economic and industrial development. As, the construction work on a major cement plant is being launched by Gulbahar Cement Company.
He stated that the total investment in this major project amounts to approximately (143) million USD and that, once the plant is completed, it is expected to produce around (3000) tons of cement per day.
The Minister of Mines and Petroleum further added, that the significance of this project is not limited to cement production; rather, it will also play an important role in promoting economic growth, strengthening industry, creating employment opportunities,and meeting the needs of construction activities.
He stressed that the Ministry of Mines and Petroleum is committed to fulfill its responsibilities in the effective utilization of the country’s natural resources, attracting investment, and supporting the private sector. He also called on all investors and private companies to play a more active role in the country’s economic and industrial development.
At the end, the Director of the mentioned company assured that the project's activities would be completed according to the set schedule and with high quality.
