About Ministry of Mines and Petroleum (MoMP):

Job Summary:

The Gender Advisor will provide technical assistance to the project leadership ensuring proper integration of gender in program interventions focused on MoMP gender activities. The Advisor will provide technical assistance to MoMP/GiZ and facilitating partners (FPs) related to gender policy and gender policy implementation to equality and inclusive develop the gender unit, provide context specific guidance to the program and FPs on culturally sound reaching-out approaches to women, and monitor FPs performance in this regard. Candidates should have demonstrated capability in integrating gender in program sectors and a range of areas (e.g., project design, monitoring, women development, implementation of gender policy in men powerful area and evaluation), designing and implementing gender analyses and assessments, designing and facilitating trainings/meetings/workshops, engaging with beneficiaries, and supporting gender unit staff.

Duties & Responsibilities:

  1. Provide advice and support within all matters related to the gender development of the extractive industries in Afghanistan.
  2. Implement the gender policy and increase the meaningful presence of women in Mining sector
  3. Develop the gender policy based on Mining Sector
  4. Develop realistic and pragmatic gender strategy and provide guidance on proper implementation of the program interventions to achieve the desired outcome on Project and MoMP Roadmap.
  5. Integrate gender equality considerations in Results-Based Management monitoring and reporting methods.
  6. Monitor and provide guidance on tracking and reporting against gender indicators set in the project appraisal document (PAD) and ensure collection of disaggregated data by gender to analyze results within each domain.
  7. Conduct gender assessments, reviews and audits to assess ways to ensure involvement of women in Program specific activities.
  8. Review and provide technical feedback on results and reports to donors in order to ensure quality and full compliance with gender policy and progress towards achieving integration of gender in program.
  9. Advise and support the Programs and Partners on their staffing and quality of staff, especially ensuring they consider the government’s policy on increasing female staff to support gender equality in staffing and overall, the project’s outcome. 
  10. Organize regular meetings with FPs on gender related issues, their performance, and progress on the ground as well as staffing.
  11. Review, analyze and provide feedback on FPs’ progress reports and third-party monitoring reports and provide recommendation for improvement.
  12.  Develop tools, frameworks and resources to enable better gender integration in the Project.
  13. Identify successful practices in the project that can be showcased in publications, communication materials and conferences.
  14. Prepare communications materials that highlight the gender equality programming, successes and lessons learnt.
  15. Together with the project director, represent MoMP/AGASP in different meetings/platforms
  16. The gender specialist will support the gender unit/staff at both HQ and regional levels and contribute to their capacity building.
  17. Work and coordinate closely with the gender unit of the MoMP and gender specialists from other projects such as Citizen’s charter to create synergy, exchange knowledge and experience and finally move forward the gender agenda in the ministry.
  18. Develop and conduct anti-harassment strategy, and mechanisms in coordination with the Gender Unit of the Ministry to raise awareness about the issue and have systems in place to tackle when cases arise including development of a proper Code of Conduct for both employees and laborers hired under the project.
  19.  Conduct gender awareness and mainstreaming trainings with the help of the Gender Unit for AGASP core staff, as well as the Ministry and other relevant entities’ staff.

Job Requirement:

  • Master in social sciences, international development, gender, women studies, Economic, law, International Relation or Bachelor (or equivalent degree/experience) in international development and/or economics is mandatory.
  • Relevant work experience will be an asset.

Experience:

  • Minimum 5 years for master and 10 years of experience for bachelor degree in international development, gender study and analysis, policymaking and support;
  • Experience in provision of policy advice and technical assistance on data, statistics and indicators for monitoring and accountability of development goals;
  • Knowledge and experience of policies on data and statistics for sustainable development;
  • Demonstrated excellent analytical, writing and editing skills;
  • Prior policy research work experience would be an asset
