1. Background:
The Ministry of Mines and Petroleum (MoMP) plays a leading role in facilitating the implementation of the TAPI Natural Gas Pipeline Project in Afghanistan. The pipeline passes through key provinces and requires coordinated efforts to ensure technical, environmental, and social compliance during planning, construction, and operation. The Pipeline Infrastructure and Technical Expert will provide specialized technical support to ensure the safe and efficient design, construction, and commissioning of the pipeline infrastructure in line with international best practices and national requirements.
2. Objectives of the Assignment:
To provide technical expertise and oversight related to the engineering, design review, construction, operation, and maintenance aspects of the TAPI pipeline infrastructure within Afghanistan's territory.
3. Key Responsibilities:

Serve as the primary technical advisor on all pipeline infrastructure matters.

Review and evaluate technical designs, drawings, feasibility studies, and engineering plans.

Oversee the implementation of pipeline engineering works to ensure alignment with project timelines and technical standards.

Coordinate with TAPI Pipeline Company Limited (TPCL), contractors, and engineering teams to ensure compliance with national and international safety and quality standards.

Advise on route alignment, trenching, welding, coating, hydrostatic testing, and commissioning procedures.

Assist in preparing technical specifications, tender documents, and BoQs for pipeline infrastructure components.

Monitor field activities and conduct site inspections to identify and resolve technical challenges.

Ensure the integration of environmental and social safeguards into technical planning and execution.

Provide technical input for permits, regulatory clearances, and risk assessments.

Contribute to capacity building and knowledge transfer to MoMP engineering staff.

Prepare periodic technical reports, recommendations, and briefing notes for senior management and stakeholders.
4. Required Qualifications and Experience:

Bachelor’s degree in Pipeline Engineering, Civil/Mechanical Engineering, or a related field (Master’s degree preferred).

At least 5 years of relevant experience in large-scale pipeline infrastructure projects, preferably in gas transmission systems.

Proven expertise in pipeline design, construction supervision, and commissioning.

Familiarity with international standards such as API, ASME, ISO, and IGU pipeline codes.

Experience working with or in coordination with multinational firms or joint ventures is an advantage.

Good knowledge of HSE standards and risk management practices in pipeline projects.

Strong report writing, communication, and analytical skills.
-
Fluency in English and Dari/Pashto.
5. Reporting and Supervision:
The expert will work under the direct supervision of the Director of the TAPI Project Coordination Directorate at MoMP and will closely coordinate with TPCL, contractors, engineers, and relevant government authorities.
