Job Summary:

Design in cooperation with Contractor staff and implement one network for the entire ministry, including MOMP, MOMP and other Donor operated IT equipment.

Skills Description:

1. Ability to contribute to the design and architecture experience with agile development and programming methodologies.

2. Demonstrated ability to explain complex technical issues to both technical and non-technical audiences.

3. Capable of understanding and contributing to the technical solution from the design through code level.

4. Strong skills in resolving defects/bugs during Quality Assurance testing, pre-production, production and post-release patches.

5. Should be creative and self-motivated.

Duties & Responsibilities:

1. Develop an action plan based on job description.

2. Administer the network, all servers, hardware (including peripheral devices, such as fire wall, antivirus etc.), Local Area Networks (LANs), and software systems. This includes all project Laptops. 

3. Design in cooperation with Contractor staff and implement one network for the entire ministry, including MOMP, MOMP and another Donor operated IT equipment. 

4. Implement in cooperation with Contractor staff one satellite link, sufficient to serve all users and allow for video conferencing 

5. Design in cooperation with Contractor staff and implement a consolidation strategy for all existing networks and implement it 

6. Design in cooperation with Contractor staff and implement a backup strategy and implement it 

7. Ensure that all systems, networks and internet services, once implemented, are operating efficiently; 

8. Maintaining other Project electronic devices (e.g. digital protectors; external storage devices; UPSs; voltage regulators etc) as necessary; 

9. Managing, repairing and replacement of hardware (including repairs/replacement under warranty) 

as necessary to ensure functionality, with minimum of delay; 

10. Respond to the requests of Ministry staff in all IT matters. Troubleshooting IT problems and taking prompt remedial action; this includes MoMP and MOMP Contractors installation of new hardware and software as required. 

11. Supporting MOMP consultants with troubleshooting with software and hardware issues as they arise provide solutions and implement when requested. 

12. Proactively advise the MOMP Director of necessary or recommended improvements to the IT systems; 

13. Other activities, whether explicitly stated or not, to anticipate and ensure the smooth running of all IT systems within the Ministry. 

14. Other duties in line with the above that are reasonably requested by the Director of MOMP. 

15. Manage and Support MOMP Data Center Servers, ( DB Server, VMware Esxi, GIS Department, 

Licenses Manager, Cisco ACS AAA Authentication, Cisco VPN to MoMP provinces Offices, Cacti Graph Monitoring, Manage Engine tools, Op-manager, Voice Over IP Asterisk, Symantec backup, Redundancy and Failover). 

16. Perform the duties under the IT director and take account any other task assigned by the supervisor.

Afghanistan, Kabul

Qualifications:

At lease Bachelor degree in Computer Science.

Experience: At least 4 years of experience in relevant field.

Other qualifications’ an advantage, experience Cisco CCNA, CCNP, CCNP Security, VMware, Pfsense, Asterisk.

Open Source operating systems (Unix, CentOS and Ets)

Languages: Pashto, Dari and English.
