About Ministry of Mines and Petroleum

Job Summary

The Ministry of Mines and Petroleum is seeking an Afghan national for the post of Legal Advisor in the Office of the Minister. The Legal Advisor will be responsible to the MOMP Authorities, and will work closely with other advisers in Ministry on a range of programmes and activities to address the challenges and opportunities for the sustainable development and governance of Afghanistan’s mineral and hydrocarbon resources and extractive industries in line with international best practice.

 

 

Duties & Responsibilities

1. Develop an action plan on Legal Advisory based on job description.
2. Provide advice and support in all matters related to legal issues affecting the extractive industries in Afghanistan.
3. Assist in the drafting and revision of laws and other technical documentation
4. Review documents for compliance with the law
5. Undertake assigned research relating to the extractive industry legal framework
6. Undertake collaborative work with other advisers and Ministry colleagues on a variety of projects
7. Performing any other tasks assigned by the minister based on laws, regulations and objectives of organization.

8. Develop policy and strategy to manage conflicting priorities, and effective management of human, financial and others.

9. Ability to implement working leadership model in the organization, maximizing the contribution of team.

10. Ability to professionally communicate about the organization and represent the organization/ project at national and international level.

11. Sound in-depth and practical knowledge and understanding of all Afghanistan Mines and Petroleum Exploration and Production Law, rules, Polices and relevant contracts.

12. Familiarity with potential Oil/Gas and emerging industry issues and methods commonly employed for their efficient and expedition resolution.  

13. Closely work with the Chief of Staff, General Directorate.

14. Any other tasks and duties assigned by H.E. the Minister.

 

 

Job Requirements
1. At least Bachelor Degree in Law and Master’s degree in this fields are highly encouraged or a related subject.
2. Work experience in Afghanistan at least 5 years’ experience in the application of law in the public or private sector.
3. Experience of project-based work, Ability to draft legal and other technical documentation, Research skills, English language skills, Time management skills, Good communication skills, Office administrative and computing skills, Flexibility and enthusiasm.
4. Ability to participate in discussion and operate as part of a multinational team
5. He should possess excellent writing, editing, and speaking skills in Dari, Pashto and English.
6. He must be well versed in MS Word, Excel, Access, and PowerPoint etc.
7. Organizational and planning skills, Communication skills, Information gathering and monitoring skills, Problem analysis and problem solving skills, Judgment and decision-making ability, initiative, Confidentiality, Team member, Attention to detail and accuracy, Adaptability.

8. Priority will give to candidates who demonstrate a high level of motivation and good communication, hardworking and interpersonal skills.
