About Ministry of Mines and Petroleum

Job Summary

The Ministry of Mines and Petroleum is seeking an Afghan national for the post of Technical Advisor in the Office of the Minister. Technical Advisor is responsible for the all Functions related to the Mines and Minerals operations of MoMP, Including Serve as the lead technical advisor on mining sector reform and capacity building, Manage, design, and implement technical plans and procedures to achieve program tasks and objectives and Assist host country government agencies in implementing policy reforms related to the mining sector, targeting both Small- and Large-scale Mining (ASM).

 

Duties & Responsibilities

1. Serve as the lead technical advisor on mining sector reform and capacity building.
2. Manage, design, and implement technical plans and procedures to achieve program tasks and objectives.
3. Assist host country government agencies in implementing policy reforms related to the mining sector, targeting both Small- and Large-scale Mining (ASM).
4. Supervise teams of short- and long-term consultants.
5. Ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.
6. The Technical Advisor will represent Pact in negotiations with donors and partners.
7. The Technical Advisor will provide better governance and management of the ASM sector.
8. The Technical Advisor will improve the operating environment for artisanal miners.
9. The Technical Advisor will conduct livelihood diversification in ASM areas.
10. An improved revenue base for the government from the mining sector.

11. Develop policy and strategy to manage conflicting priorities, and effective management of human, financial and others.

12. Ability to implement working leadership model in the organization, maximizing the contribution of team.

13. Ability to professionally communicate about the organization and represent the organization/project at national and international level.

14. Participate and assist in evaluation the proposals and Hydrocarbon blocks.

15. Advice and review the bidding process and mining contracts.

16. Participate in preparation of procedures and regulations in relations to Mineral law and Hydrocarbon law.

17. Closely work with the Chief of Staff, General Directorate.   

18. Any other tasks and duties assigned by H.E. the Minister.

Job Requirements

1. At Least Master’s Degree (or equivalent) in Mining, Geology or related field.
2. Minimum of 7-10 years of experience working on mining and/or mineral sector.
3. Provide or coordinate contract compliance staff training.
4. Supervisory practices, principles, and methods.
5. Maintaining an established work schedule.
6. Effectively using interpersonal and communications skills including tact and diplomacy.
7. Effectively using organizational and planning skills with attention to detail and follow through Planning, prioritizing, and problem solving.
8. Maintaining confidentiality of work related information and materials.
9. Maintaining current knowledge, skill and abilities in contract administration theories, practices and technologies.
10. Ability to sustain interpersonal and professional relationships with high-ranking government officials.
11. Deep understanding of Pact’s strategy and how efforts contribute to the greater good.
12. Consistently work within internal process and procedures.
13. Strong interpersonal, team building and mentoring skills, Proactive engagement in corporate initiatives.
14. Demonstrated proficiency in supervising staff including providing honest feedback.
15. Experience in government/public sector is strongly preferred.
