Scope of Work:

Senior Economic Specialist is responsible to Liaise with the Revenue Calculation and Collections Specialists in the Project Management Directorate to ensure there are accurate inputs into royalty calculations. Coordinate effectively with Afghanistan Geological Survey regarding deposit estimates.

Main tasks and responsibilities:

  • Key liaison with the Afghanistan Geological Survey regarding deposit estimates (quantity and quality).
  • They analyze and assess economic research and economic arguments presented by stakeholders and contractors.
  • Developing and setting up databases for the compilation of mining production statistics and report
  • Provide technical and professional input to ensure the development of mine plans and reserves, which optimises the economics of mining ore bodies
  • Keep up to date records of mineral values on international exchanges.
  • Analyzing the Value Chain studies of various large scale mining projects. 
  • Provide inputs to the tender preparation process regarding the estimated yield and value of specific licences.
  • Liaise with the Revenue Calculation and Collections Specialists in the Project Management Directorate to ensure there are accurate inputs into royalty calculations.
  • To evaluate the technical finding and work achievements by subordinate geologist and technical staff
  • Conduct capacity building activities (training, events, mentoring, coaching, policy dialogue) for civil servants to build their capacity.
  • Evaluating mining project technical and financial proposals and providing reports to LSMU Head
  • Prioritizing of large scale mining projects based on current market demand
  • Other execution that is provide by law and regulation

 Recruitment Qualifications and Core Competencies:

  • A Master degree, in Economics, Public Policy, Business Administration, Public administration or similar subject with 5 years relevant experience in related fields

Needed skills:

 

  • Supervision of Junior staff
  • Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner
  • Excellent research and data collection methodology skills
  • Ability to create organizational work plans based on higherlevel goals
  • Ability to lead and coordinate multiple offices through multiple step processes without being a direct supervisor (although appropriate authority will be given).
  • Excellent communication skills and a demonstrated experience in the use of training and information dissemination to transfer concepts and skills in the public and private sectors
  • Selfmotivating, reliable, consistent and mature approach to work
  • Able to work independently and in teams Self-motivated with a drive for results, improvement and innovation
  • Excellent knowledge of Dari/Pashto and English languages and must be able to communicate fluently in English.
  • Excellent computer and presentation skills, with MS. Office (Word, Excel, Power Point).
