Job Description:
· Preparing Bidding Documents documents such as Expressions of Interest, Requests for Proposals and Pre-Qualification Questionnaires in full compliance with the law
· Undertaking a review of existing financial management and procurement systems, procedures and operations as implemented by LSMD
· Assisting the LSMD, in drafting strategy, policy and programmatic documents on financial management and procurement issues and practices
· Providing advice to the on financial management and procurement issues and concerns
· Create and manage the process for project development and launching the tenders for large scale mining projects, in line with international standards in the mining sector.
· Providing critical procurement advice to the Tendering Unit on financial aspects of Request for Proposals (RFPs), evaluation of Expression of Interest (EOI) and Technical and Financial Proposals for selection qualified bidders
· Developing EoIs, PQQs and NDAs for various large scale mining projects.
· Under the direct supervision of LSMD Head the incumbent will be responsible for overall implementation of the tendering large scale mining projects Process and ensuring smooth implementation of each activity according to the projects implementation and tendering process
· Providing advice and ensure that all the procurement activities of the project conform and are compliant with Government of the Islamic Republic of Afghanistan laws.
· Maintains smooth coordination of project tendering activities, and be responsible for following up with the relevant components and ministries departments on the achievement of all project targets.
· Establish a comprehensive monitoring system to track progress including a procurement reporting capability
· Under the supervision of LSMD Head , the incumbent must be responsible for the preparation and development of procurement and budget plan and project bidding process report
· Coordinating and responding to procurement queries, disputes, and complaints
· Facilitates tendering process of each projects and ensure that all process are in accordance GIRoA guidelines, this will include preparation of EoI, bidding documents, RFPs, evaluation reports and contracts.
· Preparing Bid/Proposal Evaluation Reports and Award Recommendations for approval by the Authorities;
· Ensures that the LSMD project tendering process is in compliance with all legal covenants of the projects
· Proposes necessary steps or measures to overcome any critical delays to the completion of the projects procurement activities
· Ensures that providing on the job training to technical staff regarding basic procurement process in an effort to transfer skills and knowledge
· Provides technical assistance for implementation of various tendering activities
. Sr. Finance and Procurement Adviser will monthly reports to H.E Minister.
· Any other task assigned by H.E Minister.
Job Requirements:
A Master degree, Business Administration, Public Policy, Economics or similar subject.
5 to 10 years relevant experience in related fields. 5 years of experience with Masters degree and 10 years of experience with Bachelor degree.
Supervision of Junior staff
