Job Summary:

The Community Mobilization Expert is expected to work together with project team, in producing the Integrated Urban Development Plan within the agreed time frame and recommended quality and quantitative criteria. The work of the Community Mobilization Expert is focused on analyzing the existing context in the field of expertise and necessary directions for sustainable, locally driven tourism development human resource strategies.

Duties & Responsibilities:

1. Develop and implement the action plan on Community Mobilization in close coordination with the Community Mobilization Advisor.

2. Identification of local stakeholders of the local area development process.

3. Organization of stakeholder mobilization meetings and workshops to communicate the project objectives.

4. Engagement of local stakeholders in the multiple actions of the project.

5. Support to the local authorities in maintaining stakeholder dialogue in an open and transparent manner.

6. Identify human resource development components of the integrated development plan for the respective locality, also considering the surrounding areas;

7. Coordinate the initiation of meetings at local level (with local stakeholders, citizens etc.) for the identification of human resource development needs;

8. Coordinating the collection and interpretation of data in social and communication related areas and make them available to the project teams in order to ensure integration into the urban development plan for the respective locality;

9. Preparation of local community awareness and locally based information with the purpose of attracting the local workforce available to participate in the tourism industry and to create understanding of the diversity of the industry also in terms of the upstream and downstream activities;

10. Developing a monitoring and evaluation plan for community level benefits to be monitored by the beneficiaries ;

11. Any other activities and assistance which may reasonably be required.

12. Performing any other tasks assigned by the line manager on the basis of laws, regulations and objectives of organization.

Job Location:

Afghanistan, Kabul

Qualifications:

At least Bachelor degree in Community Development, Sociology, public policy, political Sciences or any other related field and Master’s degree is preferable.

At least 5 years of experience in the government, public or private sector related to the field

Ability to draft policies and other technical documentation

S/he should possess excellent writing, editing, and speaking skills in Dari, Pashto and English.

Priority will be given to candidates who demonstrate a high level of motivation and good communication, hardworking and interpersonal skills

S/he must be well versed in MS Word, Excel, Access, and PowerPoint and etc.
