Position Summary
The Planning and Budget Specialist is responsible for preparing, monitoring, and managing the project’s financial plans and budgets. The role ensures that all budgeting activities comply with company policies, national financial regulations, and project requirements. The specialist supports project management in effective financial planning, forecasting, and controlling expenditures.
Key Responsibilities
- Prepare annual and quarterly project budgets in coordination with project departments.
- Develop budget forecasts, financial plans, and cost estimates for project activities.
- Ensure budgets are aligned with project objectives, timelines, and financial regulations.
- Participate in financial planning meetings and provide guidance on budget limits.
- Identify variances and prepare variance analysis reports with recommendations.
- Ensure that spending aligns with approved budget ceilings and financial procedures.
- Advise project management on potential risks and financial constraints.
- Prepare monthly, quarterly, and annual budget performance reports.
- Maintain accurate and up-to-date records of budget transactions and adjustments.
- Provide financial data and reports for audits, reviews, and management decisions.
- Coordinate with procurement, logistics, and technical teams to ensure budget accuracy.
- Ensure compliance with MoMP (Ministry of Mines and Petroleum) and national financial laws.
- Support financial assessments and contribute to improving budgeting processes.
- Assist in capacity-building activities related to financial planning and budgeting.
Qualifications
- Master and Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or Minimum 5–7 years of experience in budget planning, financial management, or project finance.
- Experience in oil & gas, extractive industries, or large-scale development projects is an advantage.
Skills
- Strong knowledge of budgeting, financial analysis, and cost control.
- Proficiency in MS Excel and financial management software.
- Excellent analytical, organizational, and reporting skills.
- Strong communication skills in English, Dari, and Pashto.
- Ability to work under pressure and meet tight deadlines.
