Key Responsibilities
Duty Station
Kabul (Main Office – MoMP), with travel to field offices whenever required.
Reporting Line: Reports directly to the Deputy Administrative Manager – Amu Darya Oil Project Project. Works in close coordination with the Head ofFinance and Marketing, Delivery & Control Manager.

2. Key Responsibilities
A. Revenue Oversight and Control
-
Lead the overall revenue management function for the project, ensuring transparency and accountability in crude oil income.

Consolidate oil sales revenue data from both site and main office for submission to the Project Director and MoMP.
-
Obtain the Brent crude oil price from S&P Global Commodity Insights on a regular basis, and ensure its accurate application to Daily Delivery Acceptance Act (DDAA) reports in accordance with contractual terms agreed with customers.

Develop and maintain revenue policies, procedures, and control mechanisms.
B. Revenue Reconciliation

Reconcile crude oil sales data (from Marketing & Delivery) with financial deposits (Finance Manager) and site collection records.

Ensure that Daily Delivery Acceptance Acts (DDAA) are matched against actual revenue deposits.

Investigate discrepancies between sales contracts, delivery records, and revenues received.
C. Reporting
-
Prepare consolidated monthly, quarterly, and annual revenue reports for submission to MoMP and Ministry of Finance.

Provide revenue analysis to project leadership, highlighting trends, risks, and opportunities.
D. Compliance and Audit
-
Ensure revenue management complies with Afghan financial laws and MoMP regulations.

Support internal and external audits of crude oil sales and revenue accounts.

Implement audit recommendations for stronger revenue governance.
E. Coordination
-
Work closely with Finance, Marketing, and Site Operations teams to ensure accurate and timely reporting.

Provide technical guidance to revenue officers at main office and site office.
3. Qualifications
-
Master’s degree in Finance, Accounting, Economics, or related field.
-
Minimum 7 years of experience, with at least 3 years in revenue management or supervisory finance roles.

Strong knowledge of oil & gas sales, revenue assurance, and government revenue systems.
-
Excellent analytical, reporting, and reconciliation skills.
-
Proficiency in MS Excel and accounting software.
