Terms of Reference

  1. Background:

Ministry of Mines and Petroleum is an enabler of the sector’s development and steward of all mineral and hydrocarbon resources through the implementation of international best practice, policies, regulations and procedures to encourage environmentally and socially acceptable private investment.

The development of Afghanistan’s gas resources has been identified as a critical link for long-term security and diversification of energy supply, growth, and stability for the country. Over the short term, indigenous gas resources offer opportunities for increased energy access and energy security and create the space for the deployment of variable, intermittent renewable energy.

Two gas-to-power projects are being implemented: (a) a 52 MW gas power plant in Mazar-e Sharif (‘the Mazar IPP’) and (b) a 40 MW gas power plant in Sheberghan (‘Sheberghan IPP’). The implementation of both projects is dependent on confirmed access to sufficient and sustainable gas supplies from the productive fields around Sheberghan, sustained investment in the development of upstream gas production and processing capacity, and transport capacity to deliver long-term gas supply to existing and prospective off takers

Optimization of field facilities in Yatimtaq and Khoja Gogerdaq fields to deal with increased offtake volumes, including gathering systems, separation, dehydration, compression and desulfurization, will now be required. In addition, a new amine plant has been recommended for backup during downtime for maintenance and repair of the existing plant and to de-risk investments by ensuring an uninterrupted gas flow to current and prospective off-takers.

Existing pipeline between Mazar-e-Sharif and Sheberghan. The original 90 km pipeline, still in operation today, was commissioned in 1971. Over time the existing pipeline system went into disrepair due to corrosion and lack of maintenance. In 2013 and 2015, large sections of the old pipeline were replaced with support from the U.S. Task Force for Business and Stability Operations (TFBSO). However, to meet increasing demand in the Mazar area from the planned IPP, the pipeline needs to support much higher pressures than it can currently withstand. The nameplate Maximum Allowable Operating Pressure (MAOP) of the pipeline is stated at 83 bars; at present it is transporting about one-tenth of its capacity at one-fifth of its nameplate MAOP. Given its age and condition, the existing pipeline can no longer be refurbished or safely pressurized to deliver twice the currently transported volume to meet the proposed Mazar IPP requirements. To meet increasing demand in the Mazar-e-Sharif area from the planned Independent Power Producers (Mazar IPP, NFPP and others), the pipeline needs to deliver much higher gas volumes than currently transported volume to meet the gas consumers requirements.

New SMPL. In addition to its efforts to rehabilitate the existing pipeline and considering the limited practical scope for its refurbishment, TFBSO purchased and delivered pipe and some associated materials for the construction of a new 94.5 km (12 inches in diameter) pipeline in 2013/14. Starting in 2015, Afghan Gas Enterprise (AGE) began to undertake the construction of the new pipeline, and approximately 44 km has been laid and partially trenched along the route of the old SMPL.

 

  1. Scope of Work

Plan, design, document, and test the physical and operational characteristics of pipelines and facilities etc.

 

Duties and Responsibilities:

  • Carry out research using field data, engineering models, and mathematical and statistical

methods.

  • Research and formulate operating principles for facilities such as pipelines, compressors, and

pumps.

  • Develop designs, specifications, and cost estimates for pipelines, compressors, and pumps.
  • Develop layouts and drawings for pipelines, compressors, and pumps.
  • Perform field inspections of pipelines, compressors, and pumps.
  • Develop operating procedures for pipelines, compressors, and pumps.
  • Plan, design, monitor, and supervise the construction of pipelines, compressors, and pumps.
  • Assist in the development of new pipeline designs.
  • Assist in the training of pipeline engineers.
  • Research, design, and construct new pipelines.
  • Prepare landscape and site plans, and prepare project specifications.
  • Undertake project management responsibilities including estimating, scheduling, bidding, cost

control, quality control, and risk management.

  • Utilize computer-assisted engineering and design tools, and report progress to upper

management.

  • Develop and maintain positive relationships with contractors, employees, and clients.
  • Meet with clients, potential clients, and regulators to discuss pipeline projects.
  • Partner with right of way acquisition engineers to secure permits.
  • Prepare reports for regulatory agencies, contractors.

 

Qualification and Experience:

  • Minim B. S. in Engineering, Mechanical (preferred).
  • Knowledge of pipeline construction methods and technologies in API and ASME standards.
  • 5+ years’ experience in pipeline engineering, operations, or maintenance.
  • Knowledge of construction methods and technologies, and ability to interpret technical drawings and contract.

 

Skills and Abilities:

  • Good leadership, communication and inter-personal skills, with demonstrable ability

to motivate others.

  • Fluent in English.
  • Computer literate with a working knowledge of MS Office.
  • Identify and define technical and administrative problems, identify and evaluate

alternative solutions, and select and implement the best alternative.

  • Prepare plan correction reports.
  • Review proposed projects to ensure compliance with regulatory requirements.
  • Communicate effectively in oral and written form.
  • Knowledge of pipeline construction methods and technologies in API and ASME

standards.

  • Knowledge of construction methods and technologies, and ability to interpret technical

drawings and contract.
