Supervisory Responsibilities: The Finance Manager will supervise the project finance team, consisting of:

2. Duties and Responsibilities

The Head of Finance and Budget will be responsible for overall financial management of the project, including planning, accounting, reporting, revenue management, and compliance with MoMP and national financial regulations.

A. Financial Management and Control

  • Establish and maintain effective financial management systems, policies, and internal controls in compliance with MoMP and Government of Afghanistan regulations.

  • Ensure accurate, timely recording of project transactions, including crude oil production revenues, operational expenditures, and capital costs.

  • Supervise financial records, reconciliations, and ensure data integrity for both main office and site offices.

B. Budgeting and Planning

  • Lead the preparation of annual budgets and multi-year financial plans for the project.

  • Monitor budget execution, analyze deviations, and prepare variance reports with recommendations.

  • Provide financial forecasts and advise the Project Director on financial sustainability and resource allocation.

C. Revenue and Treasury Management

  • Oversee the management of crude oil sales revenues, ensuring proper recording, deposit, and reconciliation.

  • Supervise cash flow management, treasury operations, and banking transactions at both Kabul and site offices.

  • Ensure proper control over advances, payments, and liquidity management.

 

D. Compliance, Reporting, and Audit

  • Ensure compliance with national financial laws, MoMP regulations, and contractual obligations related to oil production and sales.

  • Prepare and submit periodic financial reports (monthly, quarterly, annual) to the Project Director and MoMP Finance Department.

  • Facilitate and support internal and external audits, addressing audit queries and implementing recommendations.

 

E. Leadership, Capacity Building, and Coordination

  • Provide guidance and capacity building to finance staff at main office and site level.

  • Promote strong internal teamwork, accountability, and knowledge-sharing.

  • Coordinate with MoMP’s Finance Department, Ministry of Finance, and other stakeholders on financial matters of the project.

  • Represent the finance function in project management meetings and provide technical input for decision-making.

3. Qualifications and Experience

  • Master’s degree in Finance, Accounting, Business Administration, or related field (or professional qualification such as ACCA/CPA).

  • Master’s degree of 5 years of progressively responsible experience in finance, of which at least 2 years must be in a managerial/supervisory role. Bachelor’s degree of 7 years of progressively responsible experience in finance, of which at least 2 years must be in a managerial/supervisory role.

  • Proven experience in financial management of large-scale projects, preferably in government development projects.

  • Strong knowledge of Government of Afghanistan financial systems, laws, and reporting standards.

  • Proficiency in accounting software and advanced MS Excel.

  • Excellent written and oral communication skills in Dari, Pashto, and English.

  • Strong leadership, problem-solving, and team management abilities.

4. Duration & Remuneration

Six-month contract, renewable subject to performance and project requirements. The position will be remunerated at Grade B1, Step 1, in accordance with the NTA Salary Scale of the Ministry of Finance.
