Ministry of Mines and Petroleum is an enabler of the sector’s development and steward of all mineral and hydrocarbon resources through the implementation of international best practice, policies, regulations and procedures to encourage environmentally and socially acceptable private investment. I.         INTRODUCTION

The World Bank Group (the “Bank” hereinafter) works with its client countries including Islamic Republic of Afghanistan to support the promotion of gender equality through its projects and policy dialogue activities. The Bank’s Environmental and Social Framework 2018 covers both the environmental and social dimensions of sustainable development and includes gender equality as one of the key aspects to consider while the Bank’s Gender Strategy (2016-2023) outlines how the Bank can promote gender equality and women’s empowerment in countries where it operates, as an important contributor to reducing poverty and promoting shared prosperity.

The Bank’s Good Practice Note Addressing Gender Based Violence 2018 (GBV GPN) states there are well-founded concerns that projects involving major civil works can increase the risk of Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH). Projects can create a power differential between those who are engaged in civil works and the project-affected communities, which can increase the opportunities for the members of the project-affected communities to be sexually exploited and abused. The Bank, therefore, ensures to have mechanisms and systems in place to address, mitigate, and respond to SEA and SH risks throughout its projects to which the GBV GPN is a good source to seek support. 

Project Overview

The Afghanistan Gas project is a 5-year, IDA (International Development Association) funded operation. The estimated cost of the project is US$ 52.5 million, which will be implemented by the Ministry of Mines and Petroleum.

The project development objective (PDO) is to facilitate a sustainable supply of gas through targeted investments in gas infrastructure and enhanced gas sector governance.

The following key project PDO level indicators:

§ Increased capacity to deliver commercial-quality natural gas through to off-takers in Sheberghan and Mazar; and

§ Improved institutional, regulatory and contractual framework for gas sector management and oversight.

Project Components:

The Project Development Objective will be achieved through the following three components:

  I.      SUSTAINING GAS SUPPLY

 II.      STRENGTHENING GAS SECTOR GOVERNANCE

 III.      MANAGEMENT

Job Summary:

The Gender Specialist will provide technical assistance to the project leadership ensuring proper integration of gender in program interventions focused on MoMP gender activities. The Specialist will provide technical assistance to MoMP/AGASP and facilitating partners (FPs) related to gender equality and inclusive development, provide context specific guidance to the program and FPs on culturally sound reaching-out approaches to women, and monitor FPs performance in this regard. Candidates should have demonstrated capability in integrating gender in program sectors and a range of areas (e.g., project design, monitoring, and evaluation), designing and implementing gender analyses and assessments, designing and facilitating trainings/meetings/workshops, engaging with beneficiaries, and supporting gender unit staff.

Duties & Responsibilities:

1.    Develop realistic and pragmatic gender strategy and provide guidance on proper implementation of the program interventions to achieve the desired outcome on AGASP.

2.    Integrate gender equality considerations in Results-Based Management monitoring and reporting methods.

3.    Monitor and provide guidance on tracking and reporting against gender indicators set in the project appraisal document (PAD) and ensure collection of disaggregated data by gender to analyze results within each domain.

4.    Conduct gender assessments, reviews and audits to assess ways to ensure involvement of women in Program specific activities.

5.    Review and provide technical feedback on results and reports to donors in order to ensure quality and full compliance with gender policy and progress towards achieving integration of gender in program.

6.    Advise and support the Programs and Partners on their staffing and quality of staff, especially ensuring they consider the government’s policy on increasing female staff to support gender equality in staffing and overall the project’s outcome. 

7.    Organize regular meetings with FPs on gender related issues, their performance, and progress on the ground as well as staffing.

8.    Review, analyze and provide feedback on FPs’ progress reports and third party monitoring reports and provide recommendation for improvement.

9.     Develop tools, frameworks and resources to enable better gender integration in the Project.

10. Identify successful practices in the project that can be showcased in publications, communication materials and conferences.

11. Prepare communications materials that highlight the gender equality programming, successes and lessons learnt.

12. Together with the project director, represent MoMP/AGASP in different meetings/platforms

13. The gender specialist will support the gender unit/staff at both HQ and regional levels and contribute to their capacity building.

14. Work and coordinate closely with the gender unit of the MoMP and gender specialists from other projects such as Citizen’s charter to create synergy, exchange knowledge and experience and finally move forward the gender agenda in the ministry.

15. Develop and conduct anti-harassment strategy, and mechanisms in coordination with the Gender Unit of the Ministry to raise awareness about the issue and have systems in place to tackle when cases arise including development of a proper Code of Conduct for both employees and laborers hired under the project.

16.  Conduct gender awareness and mainstreaming trainings with the help of the Gender Unit for AGASP core staff, as well as the Ministry and other relevant entities’ staff.

Job Requirement:

Bachelor Degree or Masters in the related field with minimum of 5 years of relevant experience in social sciences, international development, gender and women studies, or a related field

Technical Qualifications

·  Demonstrated expertise in gender integration in one or more of the following priority program areas Economic development/growth/empowerment, etc.

· Experience in designing and implementing gender analyses and gender assessments (including collecting and analyzing data).

· In-depth understanding of international development processes, actors, cultural sensitivities, community outreach approaches, and client cultures

· Experience in designing and facilitating different types of meetings and workshops using a variety of participatory, adult-learning methodologies and approaches

· Ability to think strategically and integrate diverse information from varied sources

· Fluency in English and one of the local languages, strong technical and general writing skills especially in English

General Qualifications

· Proven experience forming, managing, and participating in successful teams, having progressive professional growth in relevant fields, presenting and facilitating in a variety of fora, and verbal and written communications skills required

· Flexibility and ability to travel internationally or domestically for varying lengths of time

· Skilled in word processing, spreadsheets (Excel), and PowerPoint,

· Strong interpersonal skills and ability to interact with individuals at all levels

Management Qualifications

· Demonstrated ability to manage multiple contracts simultaneously and deliver quality, client-focused results on time and within budget

· Strong planning, organization, and strategic thinking skills

· Demonstrated experience managing, and supervising staff, consultants, and teams

· Demonstrated presence and participation in gender equality and inclusive development networks

· Proven experience forming, managing, and participating in successful teams, having progressive professional growth in relevant fields, presenting and facilitating in a variety of fora, and verbal and written communications skills required

· Flexibility and ability to travel internationally or domestically for varying lengths of time

· Skilled in word processing, spreadsheets (Excel), and PowerPoint.
