Background

 

Ministry of Mines and Petroleum is an enabler of the sector’s development and steward of all mineral and hydrocarbon resources through the implementation of international best practice, policies, regulations and procedures to encourage environmentally and socially acceptable private investment.

 

It is the responsibility of the Ministry of Mines and Petroleum to ensure progress in research, exploration, development, and exploitation of both minerals and hydrocarbons. The Ministry of Mines and Petroleum approach is to create the highest level of ministerial competence, promote clear and transparent investment opportunities through modern laws, regulations and policies; and develop a progressive and inviting fiscal regime.

 

Directorate of Large Scale Mines Management established as coordination unit in Ministry of Mines and petroleum under direct supervision of Deputy Ministry Technical. This Directorate determines, controls, and maintains the standards and processes related to large scale mining contracts management system provide technical support for the implementation of large-scale mining contracts to Deputy Ministry Technical and Minister of MoMP.

 

The overall goal of this Directorate is to manage all large scale mining contract activities systematically and efficiently in order to increase research, exploration, development, and exploitation of both minerals and hydrocarbons as safely and economically as possible.

 

Scope of Work

Financial Analyst and Economist is responsible to Create revenue and financial model for the anticipated large scale mining projects that will be tendered, based on projected annual production and anticipated mineral prices. In addition review and analyses the financial aspect of all large scale mining proposals 

 

Specific Responsibilities

  • Review the financial aspects of all bid proposals.
  • Create a revenue model for the anticipated mine project that will be tendered, based on a) projected annual production and b) anticipated mineral prices.
  • Provide any other financial advice required for the evaluation of bids.
  • Analyze financial data to identify bidder’s financial status
  • Conduct cost and benchmarking analyses for various large scale mining projects
  • Prepare budget reports for DLSMM office
  • Develop financial models for various mineral projects  taking legal limitations into consideration
  • recommend corrective financial action plans
  • Design and review fiscal policies related to Mining sector
  • Create forecast models for producing large scale mining projects based on current and past financial results
  • Key liaison with the Afghanistan Geological Survey regarding deposit estimates (quantity and quality).
  • Keep up to date records of mineral values on international exchanges.
  • Prioritizing of large scale mining projects based on current market demand
  • Other execution that is provide by law and regulation

Qualifications and experience

  • Bachelor/ Master Degree in Business Administration, Economics, any other relevant fields (Master Preferred).
  • At least 3 years (if Master Degree Holder) of work experience in relevant fields. 
  • At least 5 years (if Bachelor Degree Holder) of work experience in relevant fields.
  • Fluency in English, Dari, Pashto languages and Microsoft Office programs.
  • The Incumbent should have sound knowledge of the extractive sector. 
  • The Incumbent should have strong written and oral communication and other interpersonal skills.
  • The incumbent should be able to represent MoMP in intra-government and non-government meetings, conference etc.

Skills, Knowledge & Attributes Required

  •  Adaptability to corporate setting is a must.
  • Strong negotiation and client management skills.
  • The ability and desire to complete projects within deadlines.
  • Strong oral and written communication skills.
  • The incumbent should have sound presentation skills and ability to present to a large group of audience (national and international).
  • The incumbent should be able to manage and work in working groups. 
  • The incumbent should be able to write reports, briefing paper, correspondence, and research paper as required.
  • The incumbent should be fluent in speaking, reading and writing in English.
