About Ministry of Mines and Petroleum

Job Summary

The Ministry of Mines and Petroleum is seeking an Afghan national for the post of Financial Advisor in the Office of the Minister. The Financial Advisor will provide expert financial guidance to the Ministry of Mines and Petroleum, supporting its initiatives in resource development, budget management, investment strategy and regulatory compliance. This role requires a thorough understanding of financial practices in the mining and petroleum sectors and strong advisory capabilities to assist MOMP in achieving sustainable economic growth and fiscal responsibility.

 

Duties and Responsibilities:

  1.  Develop and recommend financial strategies for mining and petroleum projects, aligning with MOMP’s objectives for resource management and economic growth.
  2. Oversee the preparation, review, and monitoring of budgets for various projects within the mining and petroleum sectors.
  3. Conduct financial analysis and forecast budgeting needs, identifying areas for cost control, efficiency improvements and resource optimization.
  4. Ensure that all financial activities comply with government regulations, industry standards and financial best practices.
  5. Oversee the preparation of financial reports, statements, and other documentation, providing regular updates to senior leadership and stakeholders.
  6. Conduct risk assessments to identify and evaluate financial, operational and regulatory risks associated with MOMP’s projects.
  7. Recommend and implement risk mitigation strategies, contingency planning, and financial safeguards.
  8. Act as a financial liaison with internal and external stakeholders, including government agencies, investors and industry partners.
  9. Facilitate communication on financial matters, providing clear, data-driven insights and addressing any queries or concerns.
  10. Contribute to the development and updating of financial policies and procedures, ensuring they align with the ministry’s goals and regulatory requirements.
  11. Recommend adjustments to existing financial policies to enhance transparency, accountability and regulatory compliance within the mining and petroleum sectors.
  12. Provide training and mentorship to MOMP personnel on financial management, reporting and compliance practices.
  13. Conduct workshops or seminars to improve financial literacy and understanding of sector-specific financial issues among ministry staff.
  14. Develop policy and strategy to manage conflicting priorities, and effective management of human, financial and others.
  15. Ability to implement working leadership model in the organization and maximizing the contribution of team.
  16. Ability to professionally communicate about the organization and represent the organization/project at national and international level.
  17. Closely work with the Chief of Staff, General Directorate.   
  18. Any other tasks and duties assigned by H.E. the Minister.

Qualifications and Requirements:

  • Bachelor’s degree in Finance, Accounting, Economics, or a related field (Master’s and Doctorate are preferred).
  • At least 10 years’ of relevant experience with Bachelor degree, 5 years’ of relevant experience with Master’s degree and 3 years’ relevant experience for Doctorate in the public or private sector related to the field.
  • Proven experience as a Financial Advisor, preferably in the mining, petroleum, or natural resources sectors.
  • In-depth knowledge of government financial regulations, budgeting, and risk management.
  • Strong analytical skills, with proficiency in financial modeling and forecasting.
  • Excellent communication skills and the ability to present complex financial information to diverse stakeholders.
  • Professional certifications such as CFA, CPA, or equivalent are an advantage.
