    1. This position reports to:

Director General Hydrocarbons Resources

The Ministry of Mines & Petroleum is now seeking well qualified individual to fill the position of Economic and Budget Analyst to work under the direct supervision of Director General Hydrocarbons Management, in the light of the NTA policy.

 

 

 

  1. FUNCTIONS

Basic Deliverables

  1. Review and get approval for Hydrocarbons EPSCs Work Program and Work Program Budget.
  2. Conduct variance analysis of actual expenditure during the drilling operations of the Deep Well with budget and cost cap in financial guarantee.
  3. Assist GDHM Team in the implementation of the recommendation made regarding the hydrocarbon sectors.
  4. Provide support to the GDHM or the assigned committee in the preparation and implementation of Hydrocarbons Projects.
  5. Prepare investment packages for the tendering of Kushka Tirpul, Katawaz, Helmand Basin and Totimaidan Blocks.
  6. Provide recommendations for including the reasonable/rational economical terms in the Model Form Contracts.
  7. Assist the GDHR in the finalization and implementation of the Aero Magnetic and Gravity Survey over Katawaz Basin, Drilling Two Gas Exploitation Wells, Kushka 2D Seismic Survey and Helmand Geological Survey.
  8. Provide support in preparation of procurement documents and take part in the Procurement process of the GDHM procuring new Amine Plant, Gas Chromatograph and other projects.

The responsibilities and duties that would be performed:

  1. Develop an action plan based on the job description.
  2. Ensuring contract compliance, particularly the economic aspects of the hydrocarbon operations
  3. Ensuring contractors activities are incompliance with national economic policies i.e. local employment, local products prioritization etc
  4. Analyze economic impacts and potential outcomes of the hydrocarbon operations.
  5. Analyze all technical and economic data and recommend changes if required.
  6. Assist Ministry of Finance team on collection, classification and reconciliation of project revenues and funding national budget
  7. Ensure timely revenue collection from the contractors and coordinate banking payments
  8. Prepare and timely communicate Invoices for All obligations of contractors under EPSC.
  9. Assist contract finance specialist on any economic matters related to oil prices and contractor’s sub contracts.
  10. Compare the Actual expenditures during the reporting period with the approved Budget for identifying variances
  11. Review and analyze the Work Program and Work Program and Budgets (WP&B).
  12. Arrange and lead WP&B meetings.
  13. Prepare, accumulate and summarize WP&B meeting minutes.
  14. Any other task assigned by the senior management according to laws and regulation.

 

  1. REQUIREMENTS

 

Education

  • Minimum Bachelor’s Degree in Economics, Finance, or ACCA finalist.

Work experience & Skills

  • At least 5 years’ work experience with a minimum of four years in an economist, finance or accounting role, preferably in the oil and gas sector.
  • Familiarity with World Bank procurement procedures;
  • Experience with government entities.

 

Language Skills

  •  Excellent English language skills including professional level communication, writing, reading, and listening skills.
  • Good knowledge of national languages (Pashto and Dari)

Computer Literacy

  • Knowledge of computer programs (MS Word, Excel and PowerPoint, and accounting data bases).

Other Skills

  • Evident skills to plan, organize, coordinate, and supervise project activities.
  • Ability to think and communicate clearly with others, motivate and lead subordinates.
  • Demonstrated ability to be proactive, take initiative, build consensus and make things happen.
  • Ability to build strong relationships with clients and external partners.
  • Good interpersonal and team building skills and communication skills;
