The Ministry of Mines and Petroleum has number of development projects which are setting up, supporting and monitoring through the PSU Directorate within the Ministry of Mines & Petroleum. The General Directorate of Hydrocarbons is now seeking well qualified individual for the position of Hydrocarbons Development Specialist to work in G.D.H Project at MoMP.
Task & Responsibilities:
- Database Development and experience in web-based software development.
- Familiarity with standard ICT industry best practices with emphasis on change control and contemporary system security methodologies.
- Assist in the enhancement of existing databases.
- Train the end-users of the software application(s) on efficiently using the same.
- Check data entry with regard to accuracy of data entered, use of standardized spelling and codes.
- Assist in writing documentation, including database standards, procedures, and definitions for the data dictionary (“metadata”).
- Hands on experience with SQL.
- Familiarity working with Net Framework JavaScript HTML and Oracle.
- Processes requests for development of new databases and those need modification and changes in existing databases of the MoMP.
- Assist in the maintenance of HMIS, HR, Survey databases and other record databases.
- Ensuring data quality through setting proper data validation and setting constraints and verification facility.
- Communicate regularly with technical, applications and operational staff to ensure database integrity and security.
- Attend meetings, discussion groups and trainings of responsible database.
- Excellent analytical and organization skills.
- An ability to understand front-end users requirements and a problem-solving attitude.
Job Summary:
The MoMP is looking to recruite a database expert for department of contracts. The job requires developing and updating a database for keeping record of all the files of the contracts. The database will facilitate in recording all the necessary files of contracts & make them available in time of requirement. The job also require training the end-users & checking data entries and accuracy of data entered.
Skills:
- Strong communication skills and ability to work cooperatively with all stakeholders (e.g. Government of Afghanistan, donors and others).
- Competency in Microsoft Word and Excel.
- Experience working in the Afghan government sector is a plus, but not required form.
Qualifications:
- Master’s degree in computer science / information technology is required (or sufficient related work experience).
- At least 3 years’ experience in computer application and database development.
- Practical knowledge of database design and database development
- Working knowledge of HTML, JavaScript and/or relevant programs
- Working knowledge of SQL Server and MS ACCESS.
- Experience identifying issues pertaining to database development and maintenance and experience in remedying database deficiencies and weaknesses in order to ascertain needs and implement remedies to rectify such deficiencies and weaknesses.
- Excellent command of both oral and written English.
