About Ministry of Mines and Petroleum (MoMP):

Ministry of Mines and Petroleum is an enabler of the sector’s development and steward of all mineral and hydrocarbon resources through the implementation of international best practice, policies, regulations and procedures to encourage environmentally and socially acceptable private investment. Job Summary:

On March 16th, 2009 the Government of Afghanistan (GoA) announced its endorsement of the principles of AEITI. Proceeding this, all remaining AEITI sign-up indicators were entirely implemented and Afghanistan was endorsed by the International AEITI Board as a candidate country in February 2010.

In 2017 Afghanistan was assessed against 2016 AEITI standards by an independent validator, and as a result Afghanistan was scored as achieving ‘inadequate progress’.

Skills Description:

Strong analytical skills and report writing skills

 Understanding and knowledge of AEITI.

 Ability to work under pressure, effectively coordinate research with the team and meet tight deadlines without compromising quality of work.

 Computer literacy and knowledge of standard PC software packages (MS. Excel, PowerPoint, Word, etc.) is essential. 

Duties & Responsibilities:

Below is the outline of activities to be undertaken by the AEITI Advisor to Minister of Mines and Petroleum.

Associated tasks will encompass a broad suite of services to include:

a) Provide technical support on AEITI implementation to the Minister and the secretariat, focusing on implementing AEITI standards relevant to MoMP to enable AEITI get compliant status.

b) Bringing case studies and transparency practices implemented within other countries in the extractive sector, to the notice of the Minister and seeking to implement them in the MOMP.

c) Keeping the Ministry of Mines and Petroleum and the secretariat updated on the recent developments, reforms etc. in the extractive sector of Afghanistan.

d) Support AEITI secretariat in the data collection of tax and non-tax revenue of extractive companies from Ministry of Mines and Petroleum according to the agreed reporting template of AEITI.

e) Assist AEITI secretariat in developing AEITI reporting templates for the annual AEITI report and inform the secretariat on new revenue streams and recommend changes to the reporting template to both MSG and Secretariat.

f) Provide support to MSG Working Groups as required

g) Organize and coordinate meetings for the MSG and the secretariat with the Minister and his/her deputies and other senior officials of MoMP

h) Follow up on AEITI documents in MoMP and get approved it from the relevant departments of MoMP

i) Brief and update the Minister of Mines and Petroleum and his/her deputies on AEITI relevant issues

j) Work as liaison between AEITI secretariat and MoMP

k) Follow up on recommendations provided by the Reconciler and assist the Secretariat in implementing those recommendations within the Ministry by bringing to them to the notice of the senior officials of the Ministry.

l) Brief the MSG, and the secretariat on the activities’ progress relevant to MoF and vice versa.

m) Identify weaknesses/lapses in the financial management of extractive resources (across MoMP) and propose recommendations for their remediation.

n) Seek close and active partnership with the donors of Ministry of Mines and Petroleum and securing AEITI secretariat’s interest within the Ministry.

o) Assist in organizing the Secretariat’s different informational and learning events for MoMP staff within the ministry and on provincial level.

p) Advice and report to the MoMP on issues relating to coordination of financial systems within the Ministry and its departments.

q) Coordinate and follow up with Afghanistan Geological Survey (AGS) and State-Owned Enterprises (SoEs) in collecting data for AEITI reports.

r) Any other tasks assigned by the MSG, Minister and AEITI secretariat.

s) Ensure quality of data and work required for the 6th Reconciliation Report

t) Coordinate the publishing of the 6th Reconciliation Report and subsequent reports as required.

u) Ensure that reform implementation within MoMP is aligned to the requirements of the AEITI Global Standard.

Job Location:

Afghanistan, Kabul

Qualifications:

Minimum Bachelor’s degree in Business Law, Economics and Finance, Bachelor of Business Administration or related subjects from a recognized accredited university. (Master’s degree is strongly preferred).

Minimum of 7 years working experience in the field of Administration, policy making, management, project implementation, monitoring and reporting and mining sector of Afghanistan 5 years of experience with Masters degree.

Have past work experience with government line Ministries' (MOMP and MOF) and as well as with donor communities.

Should be fluent in speaking and writing in local languages and English.

Familiarity with Attractive Sector of Afghanistan is a must.
