The Ministry of Mines and Petroleum (MoMP), Government of Islamic Republic of Afghanistan has received financing from the World Bank toward the cost of the Afghanistan Gas Project (AGASP) and intends to apply part of the proceeds for consulting services.

1.    Background

The development of Afghanistan’s gas resources has been identified as a critical link for long-term security and diversification of energy supply, growth and stability for the country. Over the short-term, indigenous Gas, resources offer opportunities for increased energy access and energy security, and create the space for the deployment of variable, intermittent renewable energy. Natural gas has the potential to meet a longer-term goal - to increase Afghanistan’s integration into regional (Central/South Asia) development initiatives, including projects such as the TAPI (Tajikistan, Afghanistan, Pakistan, India) Pipeline. 

Since 2002, the Ministry of Mines and Petroleum (MoMP) has been strengthening the enabling environment for private/commercial sector investments, targeting further development of currently producing and discovered fields in northern Afghanistan and testing untapped potential in other prospective basins. Internationally competitive natural gas tender rounds have confirmed investor interest, but unaddressed impediments to investment across the gas value-chain remain an obstacle to continued sector development.

Key institutions include the MoMP, Afghanistan Oil and Gas Regulatory Authority (AOGRA), National Environmental Protection Agency (NEPA), and Afghanistan Gas Enterprise (AGE), among others.  These institutions need to coordinate and work effectively to ensure good governance, enable private investment, and ensure the long-term sustainability of the hydrocarbons sector.

The AGAS project is financed by the World Bank and it has three components as; A) sustaining gas supply that will support construction, optimization, operation, and maintenance of gas infrastructure; B) strengthening gas sector governance to address institutional capacity; & C) Finally, project management component that will provide support in project implementation, including financial incremental cost, equipment and training and project management issues, project audits

2.    Objective

The Project Management Support Firm (PMSF) will be responsible to provide hands on support, and capacity building to different Ministry of Mines and Petroleum departments responsible for managing and implementing the project.

The PMSF will include a set of experienced project management professionals, who will provide support to ministry in M&E activities including setting up an M&E system, institute a quality assurance and quality control program for the project, and ensure that the project is implemented in accordance with project plans and budgets. 

The overall role of the PMSF will be to provide support to-and create sustainable capacity in MoMP to successfully meet AGASP’s Project Development Objectives and Indicators, proactively address any deviations from planned implementation milestones and timelines, and ensure that any implementation slippages are identified on a timely basis and addressed effectively. In short, the PMSF will aim to ensure that timely planning and effective action is taken to ensure that overall project implementation complies with its scope, quality, timeline, budget, World Bank rules and internal operational procedures, and that it successfully meets its objectives and indicators upon completion.

3.    SCOPE OF WORK

The overall scope of work for this assignment includes the following: 

•    Conduct consultations with MoMP leadership, and the Project Management Team (composed of the AGASP Senior Project Director, MoMP’s, AGE’s and AOGRA’s formally-designated project implementation teams and the World Bank’s AGASP project team) to clarify objectives and discuss its components, implementation priorities, sequencing, timeline and content of activities, budget allocations, operational requirements, logistical, staffing and other constraints, etc.
•    Working closely with the MoMP project team, undertake a review of project objectives, components, activities, budget, implementation timelines, implementation arrangements and institutional arrangements to develop a comprehensive implementation plan and management system for the MoMP, including procurement, financial management and payments, contracts management, and M&E.
•    Undertake a review of processes and procedures for project implementation (including procurement, payments, contract management etc.) and make recommendations for ensuring effective and streamlined implementation.
•    Develop a Project Implementation Plan to submit for consideration of the project management team for clearance.
•    Develop guidelines, standard operating procedures, manuals, templates etc. for procurement, financial management and payments, Inventory, contracts management, Human Resource Management and M&E for various departments
•    Develop a capacity-building plan and training programs in modern project management techniques for relevant, formally selected MoMP staff. In addition, provide training of trainers (ToT) to select officials of MoMP (approx. 60 staff) to help develop build inhouse capacities and continue the training programs for a longer sustainable period

4- The Ministry of Mines and Petroleum (MoMP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant should be registered legal entity and should have a business in providing Consultancy Services of similar or related assignments (The consultant is required to provide the Copy of Certificate of Incorporation issued by the relevant authority in the country of establishment).    

5- The shortlisting criteria are: 

(i)    Should have minimum 10 years of relevant prior experience in the provision of project management services (project management, financial management and analysis, business planning implementation and monitoring, project evaluation, safeguards, stakeholder’s engagement, institutional reform etc); the variance in similarity and complexity of the assignment(s) could be assessed reasonably and accepted by the Client. The firm should provide proof of registration i.e licence or certificate of incorporation.

(ii)    Should have relevant experience with at least 1 similar service of a minimum value of US$ 1,000,000 (One Million United States Dollars), executed during last 5 (five) years. While describing the assignment(s), the Consultant should furnish the following details: 
1-    The Consultant should explain in what way the executed assignment was similar in nature to the current assignment; 
2-    The Consultant should explain the exact role played by the Consultant in the assignment, especially whether the assignment was carried out in association with other firms as joint venture (JV) or in sub-consultancy;
3-    The firm should provide the similar experience copy of contract agreement.
(iii)    Should have an annual financial turnover of at least US$ 1,650,000 (One million six hundred and fifty thousand United States Dollars) in any one of the last 5 years by submitting audited financial reports or any other credible financial statements. 

(iv)    Should have relevant prior work experience in difficult (Fragile, Conflict and Violence affected - FCV) country contexts or in the South Asia Region.

(v)    Experience of managing World Bank projects or similar Multilateral Institution environment such as ADB would be an advantage.

(vi)    Experience in the Extractive Industry is preferable.

(vii)    The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest


Key Experts will not be evaluated at the shortlisting stage.

The Expression of Interest shall be in English language.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. In case association between the firms is in the form of JV, only the firm meeting above criteria substantially shall act as the Lead Partner of the JV. In case, more than one firm meet the above criteria substantially, any of those firms can act as the Lead Partner.

There is no such requirement if the association is in the form of sub-consultancy.

7- A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
