The Ministry of Mines and Petroleum (MoMP), Government of Islamic Republic of Afghanistan has received financing from the World Bank toward the cost of the Afghanistan Gas Project (AGASP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include engineering, supervision and training consultancy services for the optimization of gas field facilities and for completion of construction of the Sheberghan-Mazar pipeline (SMPL) in northern Afghanistan. Services will be provided in two phases. Phase 1 includes activities related to (a) assessment and optimization of gas field facilities, (b) preparation of pre-construction surveys and development of detailed Engineering & Design for the construction of the SMPL, and (c) preparation of Environmental and Social Impact Assessment (ESIA), Resettlement Action Plan (RAP),  Environmental and Social Management Plan (ESMP) and associated plans identified in the Environmental and Social Commitment Plan (ESCP) for gas field facilities and the SMPL. Phase 2 includes activities related to project planning, management, supervision, quality assurance, technical support and training during construction, testing and commissioning of the SMPL.

The objective of the assignment will be to provide Ministry of Mines and Petroleum (MoMP), Afghan Oil & Gas Regulatory Agency (AOGRA) and, particularly, Afghan Gas Enterprise (AGE) personnel with the necessary support, technical advice and training to (a) enable sustained supply of natural gas to existing and prospective offtakers and (b) establish capacity at AGE to effectively operate and maintain gas field and transport facilities to international engineering operational, monitoring, environmental and social standards. The assignment will have a duration of eighteen calendar months (extendable) from the date of contract effectiveness. The location of project activities is expected center on the gas fields of Khoja Gogerdaq and Yatimtaq, approximately 20 Km east of Sheberghan, and along the route of the Sheberghan-Mazar pipeline to the site of the Northern Fertilizer and Power Plant (NFPP), approximately 15 Km southwest of Mazar-e-Sharif. Periodic travel to Kabul and to the site should be expected.

The Ministry of Mines and Petroleum (MoMP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant should be registered legal entity and should have a business in providing Consultancy Services of similar or related assignments (The consultant is required to provide the Copy of Certificate of Incorporation issued by the relevant authority in the country of establishment)    

The shortlisting criteria are:

  1. Should have relevant prior experience in the provision of Engineering & design, project management, supervision services for oil & gas or similar sectors in construction, operation and maintenance projects; the variance in similarity and complexity of the assignment(s) could be assessed reasonably and accepted by the Client.
  2. Should have relevant prior work experience in difficult (Fragile, Conflict and Violence afflicted - FCV) country contexts
  3. Should have relevant experience in the oil & gas sector with at least 1 similar service of a minimum value of US$ 2 Million.
  4. Should have an annual financial turnover of at least US$ 3 Million in any one of the last 3 years starting FY2016-17, 2017-18 or 2018-19 by submitting audited financial reports or any other credible financial statements.
  5. Should have experience in the delivery of Environmental and Social assessments under an independent contract, or as part of engineering and supervision services

The Expression of Interest shall be in English language.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
