About Ministry of Mines and Petroleum (MoMP):

Ministry of Mines and Petroleum is an enabler of the sector’s development and steward of all mineral and hydrocarbon resources through the implementation of international best practice, policies, regulations and procedures to encourage environmentally and socially acceptable private investment. It is the responsibility of the Ministry of Mines and Petroleum to ensure progress in research, exploration, development, and exploitation of both minerals and hydrocarbons. The Ministry of Mines and Petroleum approach is to create the highest level of ministerial competence, promote clear and transparent investment opportunities through modern laws, regulation and policies; and develop a progressive and accountable fiscal regime.

The objective of the World Bank supported Afghanistan Gas Project (AGASP) is to facilitate a sustainable supply of gas through targeted investments in gas infrastructure and enhanced gas sector governance, which entails social and environmental impacts at various levels. The project has three components as follows:

COMPONENT A: SUSTAINING GAS SUPPLY:

 The objective of this component is to support the sustained supply of commercial quality natural gas for Sheberghan and Mazar IPP power generation and industrial uses through (a) targeted technical assistance and transaction support to hydrocarbons related investments in the near and mid-term, and (b) support to the construction and installation of natural gas infrastructure, including a pipeline and gas processing facility.

COMPONENT B: STRENGTHENING GAS SECTOR GOVERNANCE:

 The objective of this component is to address the institutional, contractual and regulatory gaps that persist in the management of Afghanistan’s mineral and hydrocarbon resources, thereby improving predictability, transparency and functionality of the sectors. Emphasis will be given to the MoMP upstream role as policy-maker, in accordance with the Mining Sector Roadmap, as well as establishment of sector regulatory bodies such as the AOGRA (created 2018). Geographic focus will include field offices responsible for licensing, regulatory monitoring including occupational health, safety and environment.

COMPONENT C: PROJECT MANAGEMENT, MONITORING AND EVALUATION:

This component will provide support at implementation to project management, in accordance with the World Bank's fiduciary and other guidelines, including incremental operating costs, equipment, training on fiduciary and project management issues, project audits, and engagement of technical advisers to provide technical expertise on project performance monitoring and planning. This component will also finance the cost of recruiting a project management firm to support the MoMP in the effective management and implementation of the project. The firm is expected to focus on the job training and capacity building to project staff. The staff are all assigned to work on the AGASP project by the MoMP.

Job Summary:

Under the direct supervision of AGE Technical Director/AGASP E&S Team Leader, the Social Specialists is responsible to ensure timely implementation of the social aspects of the Environmental  and Social Assessment (ESIA), Environmental & Social Management Plan (ESMP) and other associated plans, environmental and social audit (ESA), and Resettlement Plans (RP), Grievance Redress Mechanism (GRM), Stakeholder Engagement Plan and Labor Management Plan for the  Afghanistan Gas Project (AGASP) for the Sheberghan-Mazar Gas Pipeline (SMPL) and Field Facilities, all developed in accordance with the Environmental and Social Framework of the World Bank.

In addition, the social specialists may also be required to support the MoMP and AGE to identify additional potential social issues within the project activities and provide technical assistance on mitigation strategies for the potential negative social impact; c) identify training needs at different levels AGE and contractors (on continuous basis) and provide/facilitating trainings, as well as training/awareness raising of clients and advising on how to fulfil the requirements for Citizen Engagement included in the ESMF and Results Framework (RF); d) Coordinating social commitments and initiatives with relevant government agencies. 

Reporting Obligations:

The Social Specialist will report to the Environmental and Social Team Leader (MoMP/AGASP) and relevant AGE Technical Director. The Social Specialist must ensure adherence to the specific ESMP requirements in an accurate and timely manner throughout the implementation of the project.  In addition, the Social Specialists will be expected to work in close coordination with the Supervision Engineer (consultancy) and the other E&S team members (which includes a health and safety specialist and an environmental specialists) during the construction and operation phases of the project to ensure that construction/operational E&S plans are effectively implemented and closely aligned.

Duties & Responsibilities:

The Social Specialist responsibilities will include but are not limited to:

  • Ensure that the project activities follow the guidelines and provisions of the Environmental and Social Framework (ESF) and the relevant Environmental and Social instruments in overall project operations
  • Ensure the implementation of social management plans and studies and actions agreed in the Environmental and Social Commitment Plan (ESCP).
  • Ensure that the land acquisitions approaches are in full compliance with the ESF standards, particularly ESS5 (Land Acquisition, Restrictions on Land Use and Involuntary Resettlement) and the Resettlement Framework of the project
  • Support the organization in implementation of Resettlement Plans (RPs) and environmental and social management plans (with associated plans, such as labor management plans, community health and safety plans, GBV action plan etc)
  • Guided by the ESMF and RF, conduct social monitoring of the activities in association with engineering staff and ensure the implementation of recommendations prescribed in the project Environmental and Social instruments.
  • Provide technical assistance to AGE on strategies and requirements to avoid, reduce and mitigate the potential negative social impacts.
  • Provide trainings to organization’s staff on overall social aspects of the project including the Resettlement Framework and conduct awareness raising of contractors/AGE on the immediate requirements to ensure their compliance with ESF standards and procedures. 
  • Conduct consultative meetings with relevant stakeholders to discuss site-specific social issues of the project and get feedback from the participants to refine the Environmental and Social Management Plan (ESMP) and Stakeholder Engagement Plan (SEP)
  • Ensure the implementation of stakeholder engagement plan (SEP), Labor Management Procedures (LMP) and plans
  • Support the project team on implementation of Citizen Engagement mechanisms and ensure the delivery of satisfaction surveys, in a reliable and affordable manner
  • Ensure the implementation of the Grievance Redress Mechanism and the grievance handling procedures, uptake channels, management of the grievance database to ensure that all registered complains are addressed in a timely, adequate and proper manner & reporting the same to MoMP E&S Team Leader.
  • Conduct training and awareness raising for the project staff and contractors/AGE regarding GRM utilization and functionally especially for the GRM Focal Point and GRCs.
  • Disseminate grievance information in the project areas to inform affected communities, workers about GRM services and ensure delivery of timely and adequate responses to grievances and enquiries.
  • Provide monthly, quarterly, and annual reports of grievances and analysis hereof linked to the project activities
  • Help strengthen capacity of the relevant staff for managing social issues and concerns of PAPs and of the contractors working with the organization
  • Incorporate social obligations with effective remedies into the contract documents and ensure contractor/AGE compliance with their contractual commitment, national laws and the World Bank requirements
  • As a requirement under the legal agreement, provide daily, weekly, monthly and quarterly monitoring reports on ESMPs, RP implementation to the E&S Team Leader.
  • Promptly provide information about the social incident to the MoMP E&S Team Leader as well as further details as they become available (including preparation of corrective action plan for implementation of social and environmental incident).
  • Prepare a socioeconomic analysis, including a poverty profile and characteristics of primary project beneficiaries in the target areas of the proposed investment components based on a review of existing studies, data, and development plans. The analysis will include a review of poverty by gender and ethnic minority and propose specific actions to benefit vulnerable peoples and minorities.
  • Prepare a gender needs analysis to identify specific energy needs and preferences of poor and vulnerable women in project areas, design activities/indicators/targets responding to these energy needs to ensure gender beneficial impacts, and develop participatory gender inclusive strategies to maximize women’s participation in project implementation and implementation
  • Take charge of public information and disclosure initiatives.
  • Undertake other duties as per the requirements of the project or as directed by MoMP E&S Team Leader/AGE Technical Director.

Other Skills

The minimum qualifications, skills and experiences required for this position are as follows.

  • Technical knowledge of social assessment and management and experience of similar projects pipeline construction.
  • Ability to work as a team player.
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • Strong analytical and report writing skills is a requirement.
  • Identify and define technical and administrative problems, as well as the identification and evaluation of alternative solutions, and the selection and implementation of the best alternative is a requirement.
  • Familiarity with the Afghanistan environmental legal and regulatory framework and WB ESF.
  • Capability to prepare and implement monitoring reports.
  • Communicate effectively in oral and written form.
  • Computer literacy and knowledge of standard PC software packages (MS. Excel, PowerPoint, Word, etc.) and internet explorer is essential.

Job Requirement:

QUALIFICATIONS and EXPERIENCE:

The candidate should have a bachelor’s degree or higher with an emphasis in Anthropology, Sociology, Social Science, agricultural, or any other related fields. Master’s Degree in mentioned fields is preferred.

At least 5 years of relevant professional experience in social safeguard management work, or related area and in project administration. OR an equivalent combination of education, training, and experience that provides the capabilities to perform the described duties.

The candidate must be Fluent in English with a working knowledge of Dari and/or Pashto.

Job Location:

Afghanistan, Juzjan & Balkh provinces, Sheberghan - Mazar Pipeline (SMPL 94-Km), and field facilities.
